Well, it's obvious - isn't it? If it has lyrics, than the answer to your question is obvious. It's very blatant, and the instruments / C.G effects create a certain mood or tension that creates such emotions, and therefore evokes sentiment out of listeners.
I think it is because music is an outlet for other people's emotions, when I write songs I pour my emotions and thoughts into them. Something full of another's emotion, no matter what it is, is sure to spur some emotion in the listener if they relate to it.
